The GUBH, or Galactic Union of Bounty Hunters, was formed by Pard Lancer and Kelborn Arcas as a new group of bounty hunters. They eventually took over the enter bounty trade and have put an automatic bounty on anyones head who is not a GUBH member but still practices the art of Bounty Hunter. Infact not only is a bounty put ont heir head but they are breaking the law. This is because in the New Republic only the GUBH has been given permission to continue the practice of Bounty Hunting.
